The internal Norwegian system requires documents to be translated into Norwegian, Swedish, or Danish and submitted through a Central Authority like the Royal Ministry of Justice and Public Security, which will then have them served by the appropriate court or a process server. The formal Hague Service Convention process can take a few months
Formal service through the Central Authority requires documents to be translated to Norwegian, Swedish, or Danish, or be accompanied by a translation into one of these languages. The USM-94 must be filled out completely and signed by a court official or attorney. Submit to the Central Authority, then sent to the relevant Central Authority (the Royal Ministry of Justice and Public Security)
The Central Authority then forwards the documents to the appropriate district or city court, which then either serves the documents itself or uses a local process server to do so. This process can take a few months, with some estimates ranging from 2 to 4 months from submission to return of proof.
Alternatively, Answers Investigation serve documents directly by travelling to the locus; while not cheap, the turnaround time is days rather than months, and a substantially lower cost than the Norwegian system
